Title: Technical Officer, Strategic Analyses

Description of duties:Technical Officer, Strategic Analyses, provides critical analytical capacity and support to the Director, Administration and Finance and is expected to perform following duties:
- Lead substantive strategic analyses based on Global Management System (GSM) for corporate strategic planning, budgeting;
- Ensure the alignment and integration of corporate strategic planning, budgeting and performance management approaches;
- Design analytical reporting templates to provide management with a timely and accurate analyses and overviews, including recommendations on Programme Budget implementation; development and implementation of human resources plan, evaluation of progress against objectives, etc;
- Lead the design and propose a framework for budgetary control and performance monitoring;
- Monitor regularly corporate financial implementation and propose corrective measures/actions, when needed;
- Support and challenge relevant internal stakeholders, to inspire innovative solutions, and act as a resource for sounding on approaches;
- Ensure the involvement and alignment across management practice groups and throughout regional structures; build consensus and agreement with colleagues and management;
- Advise and represent DAF (on a case by case basis) in global working groups on the above topics;
- Perform other related duties as required.
Education:Essential - University degree (Master's) in business or public administration, social sciences or a related field. Desirable - PhD in any of the above.

Functional skills:
Essential - Sound judgment and initiative. Ability to recommend and interpret administrative and financial policies and systems and establish and maintain effective working relationships in a team with multi-cultural backgrounds in a multi-disciplinary management service environment. Sound understanding of underlying process. Desirable - WHO business framework is an asset.
Other Skills (e.g. IT) - Expert level skills in Microsoft Excel and Microsoft PowerPoint.

Experience:Essential - Considerable and progressively responsible experience at national and/or international level. Desirable - WHO/UN experience.
Languages:Essential - Proficiency in English and working knowledge of another WHO EURO official language (ie Russian, French or German). Desirable: Working knowledge of another WHO/EURO official language.
